STC – Single Transport Contract

STC in Sweden's new export system: Smoother handling of the export process

In connection with the introduction of Sweden's new export system, an important simplification has been introduced for certain types of transport: STC (Single Transport Contract). When an STC is used and stated in the export declaration (IE515), parts of the export process can be automated and coordinated. This means that both IE507 (declaration of goods to the office of exit) and IE590 (notification of the export of goods) is processed simultaneously when IE507 is done.

In this article, we go over what STC is, its benefits, and how it affects the export process.

What is STC?
(Single Transport Contract) ?

A Single Transport Contract (STC) is an agreement between the exporter and the carrier that covers the entire transport chain, from the starting point in the EU to the final destination outside the EU customs territory. When such an agreement is in place, the export process can be simplified by:

  • IE507 and IE590 are handled simultaneously: When the goods are declared to the customs office of exit via IE507, IE590 is also created and sent automatically.
  • This eliminates the need to submit IE590 separately, saving time and reducing administrative burdens.

STC is particularly useful for transport where there is a clear and uniform transport chain involving the same agreement for the entire journey.

How is STC used in the new export system?

When an STC exists for a shipment, this is already stated in the export declaration (IE515). This means that:

  1. The export declaration (IE515): The exporter or agent includes information about the STC in the declaration.
  2. Declaration of goods to the office of exit (IE507): When the carrier declares the goods at the customs office of exit, information about the STC is included in IE507.
  3. Notification of export of goods (IE590): Customs handles both IE507 and IE590 simultaneously, based on the information already contained in the export declaration and STC.

This means that the process of handling the export of goods from the EU is simplified and accelerated for both the exporter and the carrier.

Benefits of STC in the export process

The use of STC brings several advantages:

  • Efficiency: The coordination of IE507 and IE590 eliminates unnecessary steps and saves time.
  • Reduced administration: The exporter and carrier do not have to submit separate messages for the export of goods.
  • Transparency and clarity: Uniform transport agreements make it easier to track the status of goods throughout the export process.
  • Faster handling: By creating IE590 at the same time as IE507, the risk of delays in the export procedure is minimized.

How does Tullify handle STC in the export process?

At Tullify, we help our clients understand and manage all aspects of the new export system, including STC. We can assist with:

  • Enter STC in IE515: Ensure that all necessary information is included in the export declaration.
  • Support for IE507 and IE590: While we do not always handle IE507 and IE590 directly, we can help monitor and ensure that these steps are occurring correctly when an STC is used.

By collaborating with us, you can ensure that your export is smooth and complies with Swedish Customs requirements.

Frequently asked questions about STC

What happens if an IE515 is not approved?

The STC is particularly useful for transport where the entire journey, from the EU to the final destination, is covered by a single transport contract. This is common in container transport and ocean freight, for example.

If an STC is not specified in the export declaration, IE507 and IE590 must be handled separately, which means more steps in the export process.

Yes, we can help include the STC in the export declaration and provide advice to ensure the rest of the process runs smoothly.

Closing words

STC (Single Transport Contract) is a valuable component of the new export system that enables faster and easier handling of the export process. By including STC in the export declaration, both exporters and carriers can benefit from a streamlined process where IE507 and IE590 are handled simultaneously.
