In Sweden it is issued by Swedish Customs or a chamber of commerce. It is only valid for countries whose agreements allow movement certificates, and the United Kingdom is not one of them.
An EUR1 certificate, or EUR.1 movement certificate, is proof of preferential origin for goods under a free trade agreement.
With the certificate, the duty in the importing country can be reduced or removed, because it proves that the goods have preferential origin.
Who issues the certificate
In Sweden, EUR.1 is issued by Swedish Customs or a chamber of commerce. You apply as the exporter. The form consists of two sheets: a certificate and an application.
Attach an invoice or another document showing that the goods will be exported to the free trade partner, and be able to produce documents proving their origin. You can visit your nearest customs clearance office to have the certificate stamped or post it for stamping.
How to complete the certificate
Completing the EUR.1 movement certificate correctly is essential for the goods to receive the correct customs treatment. Here is a guide to each box.
- Box 1
- The exporter’s full name and address.
- Box 2
- On the upper line, enter “Europeiska gemenskapen” or “The European Community”. For countries accepting “European Union”, you may use that instead. Formally, “European Community” is used for agreements negotiated before 2011. On the lower line, enter the name of the country with which the EU concluded the agreement.
- Box 3
- Optional. If completed, enter the consignee’s full name and address.
- Box 4
- The product’s country of origin. For EU-origin products, enter “European Union”. For goods originating in the EEA and exported to Norway, Liechtenstein or Iceland, use “EEA”.
- Box 5
- The name of the destination country.
- Box 6
- Transport details. Optional.
- Box 7
- Remarks. Enter notes required by the rules, for example on duplicates and certificates issued retrospectively.
- Box 8
- Package marks, numbers, quantity and type, with an accurate description of the goods. Number items consecutively and include only goods with originating status. For exports to Mexico and Chile, also enter the first four digits of the commodity code for each type of goods.
- Box 9
- Gross weight or another quantity for the goods.
- Box 10
- Invoice number. Normally optional. If box 8 refers to an attached invoice, you must enter its number here.
- Box 11
- The issuing authority’s stamp and signature, meaning Swedish Customs or the chamber of commerce.
- Box 12
- The exporter’s declaration, including place, date and signature.

Two details that can lead to rejection
Cross out unused space. If you do not use all of box 8, draw a horizontal line immediately below the last line of text and cross out the remaining blank space in boxes 8, 9 and 10. Without this line the certificate may be rejected at import.
Use an attachment for numerous goods items. If you have many goods, an attachment, usually the invoice, can replace the description. Enter a summary description in box 8 referring to the attachment, which must be stamped by the issuing authority. If the invoice also includes non-originating goods, clearly identify them.
